About the Project

The Town of Webster is updating their Comprehensive Plan to create a strategic vision for sustainable community growth. This plan, developed in accordance with New York State Law, will establish clear objectives for the community’s future development while protecting its natural and cultural resources.

 

The plan emphasizes smart growth principles including mixed-use development, diverse housing options, sustainable infrastructure, distinctive community character, improved mobility, and climate resilience.

 

Through extensive community collaboration, the plan aims to create walkable neighborhoods, promote clean energy, protect and enhance public spaces, and foster social diversity while ensuring development aligns with both local needs and broader regional planning efforts.

What is a Comprehensive plan?

A Comprehensive Plan serves as a strategic roadmap for community development. It captures current community characteristics, articulates a future vision, establishes policy guidelines, and outlines implementation strategies. As a critical policy instrument, the plan provides decision-makers and community leaders with a structured framework for guiding future investments and development initiatives.

What is smart growth?

According to New York State Department of State (NYS DOS), smart growth is a development approach that serves the economy, community, and the environment. Smart growth provides a framework for communities to make informed decisions about how and where they grow. NYS DOS highlights the following smart growth principles:

Develop plans and land use regulations that allow for and encourage mixed-use neighborhoods.

Prioritize infill and redevelopment of existing buildings to revitalize neighborhoods and downtowns, including areas around public transit.

Encourage compact neighborhood design and concentrated development around existing infrastructure.

Prioritize transportation options such as walking, cycling, and public transportation.

Build on unique traits to create an attractive and welcoming community with a strong sense of place.

Enable a diverse mix of housing types, providing opportunity and choice for all.

Provide well-planned, equitable, and accessible public spaces.

Preserve open space, agricultural resources, and natural resources.

Promote climate resiliency and adaptation, preferably through nature-based solutions, and reduce greenhouse gas emissions.

Engage in an inclusive, collaborative public planning process that considers the needs and character of the community.
